Dear Sir,
With reference to your letter of the 1st December, this office would be prepared, if a suitable opportunity presents itself, to consult the Governor
of Hong Kong by cable regarding the extent to which the plan attached to Sir David Owen's report has been circulated in the Colony. As you will appreciate however, we would not in present circumstances feel able to ask the Governor to consider the point. I regret that there are no longer any spare copies of the Report available in this office.
